Can a Florida inactive corporation be transferred to be used for a business in GA or must I form a completely new one?

It depends on what you mean by "transfer" and whether its inactive status can be reversed. Assuming Florida law allows for the company to regain active status, it may conduct business in the State of Georgia and probably have to register as a foreign company with the GA Secretary of State.
