All businesses HAVE to be licensed. I know the EPA regulates marina's, but how would I find out who regulates the Business of marina's

As a Franchise Attorney I can say this. Having a business license normally means only having to fill out a one-page form with the local city. Unless there is other state or federal law (like the EPA you cited) that oversees the activities in certain industries, there is no other regulation. Consult with a good business or franchise attorney in your area for specific advice.
