Legal Question in Business Law in Florida
What is a business's responsibility with regards to having vendors w-9's on file? If a vendor is found to have a suspended status (Calif) then what risk does the business take in continuing to do business with a suspended corp.?

I'm not sure what you mean by suspended. In Florida a corporation could become administratively dissolved for failure to timely file its annual report. One ramification is that the principals may become personally liable for certain corporate actions. In addition, a dissolved corporation in Florida has not official status meaning that it cannot maintain a lawsuit (defend or prosecute) unless it is winding up its affairs.
