need to get my car back is been sitttinbg in a shop for a month and the owner is in jail

so, what's the problem? any employees? can you pay the outstanding bill? have you communicated with the owner?

If you paid the bill, there should be someone at the shop to give you your keys back. The way to get a car back is an action in replevin, filed with the appropriate court (assuming you have paid the repair bill, the bank hasn't repossessed the car, and you have no other way to gain possession of your car.)
