civil action
can you be forced to pay for half of the cost of mediation in a civil suit for breach of contract ?

Yes, in fact it is probably required by the Court. Customarily, when a civil suit is filed, the Judge will, at some point, order the parties to mediation. Absent some agreement to the contrary, that mediation must be split amongst the parties equally.
However, there is a silver lining to every dark cloud. Often, the cost of the mediation, provided it results in a resolution, will be less expensive than continuing to litigate.
