How does the amount of money at issue in a civil case effect or determine which court a plaintiff would initially file a lawsuit in?

Below $15,000 - County Court,
$15,000 and above- Circuit Court.

Small Claims - anything $5,000 and under;
County Court - $5,000 and up to $15,000; and
Circuit Court - $15,000 and over
These amounts do not include costs and attorneys fees.
