can a company claim they offer career advancement and then not give it?

As a Franchise Attorney I can say the answer is very likely yes. In an at-will employment situation (one where there is no written employment contract) employers can change rates of pay, employment status, etc. at will and without notice. If you have a job in this economy, keep it. Consult with a good business or franchise attorney in your area for specific advice.
