As a Franchise Attorney I think you need to contact your state's contractor licensing board and report the matter. They will investigate the matter. The contractor must be licensed and usually must post a performance bond. You can find out this info from the licensing board and file a claim on his bond with the insurance company that issued it. Consult with a good business or franchise attorney in your area for specific advice.
