Do contracts have to be witnessed or notarized to be legally binding

No, In certain circumstances, the law may require one or both of those formalities. Even when not required, they may be used in order to have proof of the legitimacy of the contract. Be that as it may, a contract between two individuals that is signed by each without such formality is valid.
