What are the laws in Florida regarding the use of a public universities logo? Can you use parts of the logo, or no part of the logo at all? Also, can you use the abbreviation of a university in an internet domain name?

A public university has the same rights to their logo and name as any private institution. If you breach their rights, you can expect to face possible prosecution.
