Can a dealer charge a delivery fee on a used vehicle? The vehicle is a 2007 but still under warranty.

Yes. But, terms like "delivery fee" are negotiable. It's extra bucks they tack on. I paid $500 "delivery fee" on my last used vehicle purchase, if that gives you any frame of reference.
