can I have my husband that works in my insrance agency aresste for taking funds out of the business account even if he is one of the signers on the account?

Probably. If he was taking money for personal use, without specific authorization to do so, it may rise to criminal activity.
Certainly, there is a civil case here. There are a number of remedies you may have available to you for his actions.
