Employer Tuition Reimbursement Policy

I am leaving my current employer for a new job. I have received tuition reimbursement over the past year towards a post graduate degree. There was no written policy at the time of the reimbursement, and the verbal agreement was that ''there is no policy, just get a decent grade (b or higher) and we will pay you back''. Now that I am leaving, my employer has produced a written policy, dated recently, that indicates tuition will be paid back if an employee leaves within 1 year of completing classes. They claim this policy was always in place, even though no one ever heard of it and it was never written down. Do I have to pay them? Can a policy be enforced if it was not written? Can they demand payment even though I never signed any sort of contract? Thanks!

A policy can be enforced even though it is not written. It should not be able to be enforced retroactively.
