is this gambling?

Would we be breaking the law to offer a

website where people challenge other

people to a task? The winner of the task

would pick from a list of prizes we sale.

As you stated the question, I do not think it would be a problem as there is no mention of any cost to the people. There may be a missing element which is that if people would have to pay to participate, then it may possible have crossed the threshhold and would be gambling.
