general contract. refinance
had discussion with a morgage person over phone. gave my information and paid for person to appraise house. set the reasons and what i was doing (paying off house in 10 years) looking for best rate. was advised as to 15 year mortgage and gave financial information with agreement that the amount stated was for a payoff in 10 years. got contract and it stated the amount quoted was fot 15 years and added on 6k in charges if signed . do I if declined owe this person anything?

Probably not -- but read your contract. It will be in there. If you said IN THE CONTRACT that you wanted a 10 year loan and they did not provide one, there is probably a clause that covers what, if anything is owed. If the contract just sought financing, there will be a cancellation clause as well. Look for it.
