Legal Question in Business Law in Florida
We are looking to increase our client base and an incentive we'd like to have for outside businesses and individuals is to pay a referral fee for bringing us new clients. Is that legal?

It is legal unless your particular profession either prohibits it or regulates it. There are rules for referrals in at least the professions of medicine and law, and some referrals in these professions are prohibited. Look into the rules regulating your profession (if any) to know if and how referrals are permitted.
