is it legal for an 18 year old person to sit at a bar in florida

Just because something is legal, does not mean that it is permissible. The bar might have a policy not to allow individuals not of drinking age to sit at a bar. There are both economical and social policy reasons for such a business policy. Therefore, a prohibition by a business may be allowable.
