legality of paraphrasing copyright protected government manual
To whom it may concern,
I am interested in publishing a book which will paraphrase a rather complicated government aviation regulation manual. I am concerned about the legality of paraphrasing copyright-protected material. Any information would be greatly appreciated.

before being able to give an opinion. Even then
the ultimate decision would be by a judge or jury,
which is a process you want to avoid. I suggest you
consult an attorney who can explain to you the exceptions
in the copyright law and who is familiar with the
case law in this area.
