do i need a license if i want to apply makeup and facail stuff if i dont charge people and only work for tips that the people feel i should get if i work at home or thier house?

I don't believe you need a cosmetology license to apply make-up. You should have a business license, though, which can be purchased at your local tax collector's office (around $50).
