If licensor A enters into a contract with Company B to manufacture and sell a product within a certain time frame but Company B fails to do this, but says that is has complied with the contract because samples were made, how does licensor A terminate the contract?

Company B may or may not have complied with the terms of the contract. It may be that they are in breach of the contract, or it may be that they actually did comply with the contract. If the contract was only for making samples, and the purpose of the contract is complete, then the relationship has terminated. Of course, this is all based on the limited information you provided.
