Any attorney will tell you, fighting the city over their ordinance (which you have the burden of challenging) will not be a productive use of your time and will cost of lot of money. Next time, get them to put everything in writing beforehand, including any and all possible reasons for a denial. Consult with an attorney in your area for specifics.
