Misrepresentation
Is it legal for an individual to represent
himself as a Mine Safety and Health
Administration (MSHA) representative
to gain access to our business property
and equipment when he is not really
from MSHA?

You mean is it legal to perpetrate a fraud by misrepresenting yourself as a federal agent, for the sole purpose of getting access to property, equipment or information which you are not entitled to or a presently barred from getting? Gee, let me think about that. My guess is that taking this type of action has a few problems associated with it.
