Why is negligence such a significant tort when it comes to business risks?

Negligence may result in severe, costly damages to persons and property. E.g.,
the negligence of a physician, auto driver, or business owner in maintaining his
equipment causes serious damage. Although it may not be considered same as
a criminal act, negligence can only be minimized by imposing penalties for
damages caused to persons and property.
