Online lottery game
I want to start my own lottery sweepstakes game online. Basically, there is a mark of 1 million dollars and each ticket is $5. Once the ticket sales reach 1 million dollars (200,000 sales) there is a random drawing and one winner wins $100,000 dollars. It would use paypal as the ticket buying system. Is this legal?
