Distributing business or non-business flyers depends on where you are distributing them. Owners of property, homeowners associations, governments, and other owners can prohibit soliciting, distributing flyers, or being on the property without permission. Generally, a permit is not required for distributing regular flyers or ads on public areas, however, governments may require a permit and private owners may either require a permit or consent, or prohibit such activity altogether. You are advised to check the local regulations.
