payroll payments
Can a corporation hold employees payment because they do not get pay on time from the contracts?

No, but if they do not have it, they can't pay you. A late check is better than no check, as the saying goes. If your employer is that strapped for cash and is unable to make its payments, you may wish to start looking for a more secure position elsewhere.
