Is the President allowed to make laws?

Yes. By signing bills that have been approved by the House of Representatives and by the Senate, the President enacts legislation that becomes the law of the land. The President can also invoke executive orders and take measures that are legally enforceable, especially during times of war. The President can also veto proposed legislation. Arguably, the President can also escape the ramifications of breaking laws, much like Bill Clinton allegedly did during his Presidency.
