In order to get a lien, you would have to file suit against the party in the appropriate court. If a judgment is obtained, you can then record it against the person(s) which might affect the title to his or her property.

If it is their homestead then they may be able to sell the property regardless of the lien. I would suggest that you consult an attorney to review your matter and advise you on the best course of action.
