Legal Question in Business Law in Florida

I know several real estate agents in the area they deal with foreclosed properties in several surrounding cities. The City of Port St Lucie will charge a new owner of a property who wants to put the property in their name all of the past due balance of the previous owner. How can that be legal. Someone doesn't pay their bill and then it goes into foreclosure and the Bank owns the property. The account even though it is inactive still continues to accrue monthly bills until a new owner wants to open an account, which at that time they are told in order to turn on Water at this property you must pay all of the previous balance and they also require a deposit. Other neighboring city utility company do no require this, they send out collection agencies after the previous owner, which is how I believe it should be done. Also a note the city of Port St Lucie water dept ran into legal issues in the 90's for charging too much money to vacant homes, so you may look into that.

1. This is Real Estate law, not Business law.

2. Your only question is "how can that be legal?" One cannot enter into rhetoric in this forum simply to explain how something could be legal. In fact, it is legal as far as you are concerned and until the code/ordinance/law/practice is challenged and changed.

3. A lawyer may just have a personal craving to look into the matter. But, why would that have anything to do with you or your question?
