Refund of Shipping Charges on an On-line Purchase

I have a question. We ordered an invisible fence from an on-line company in Florida that sells a brand name fence. They offered ''free shipping with a purchase of $100 or more''. We paid $233 for an item, got it, decided we didn't need it afterall, and want to return it. Part of their return policy is that they are going to recover their shipping charge out of the $233 we want refunded. Is it legal to offer ''free shipping'' and then recover the ''free shipping'' charge when someone returns an item?

The first thing to do is look at the fine print. If you believe there is misrepresention, call or write to them and ask for satisfaction. If there is not a satisfactory response, you may file a complaint with the Consumer Protection Division of the Attorney General's Office. With all the big time crooks out there, making you pay the shipping both ways seem like a small item. Of course, if the product was mis-advertised or otherwise worthless, the Attorney General may get interested.
