In the state of Florida what is the statue of limitation for file a suit against someone for breach of contract. And if the person who wants to file the suit is incarcerated does is that statue of limitation still apply

Being in jail does give you more time to file a lawsuit.

In general, the statute of limitations for breach of contract in Florida is 4 years for an oral contract and 5 years for a written contract.

There are exceptions to this general rule depending on the specific contract and the specific parties and the specific subject of the contract.
