Steps to filing a dismissal in civil case
How would I go about filing a motion to dismiss judgement filed against me with the civil court? The bank is trying to collect off an SBA loan I was unable to pay back due to failure of business.

If there is a judgment, then it is too late to move to dismiss the case. You might be able to reopen it and litigate the case if (1) too much time hasn't passed; and (2) you have a meritorious defense to the lawsuit. You should consult with an attorney as soon as possible.
If you defaulted on the loan and have no defenses, you need to contact them to attempt to settle this matter before they begin collection actions.
