Timeshare taxes/fees
Do they have the legal right to
charge penalties and interest
on property taxes? Can they
lock you out of the property
and turn you over to a collecting agency?

Probably. This would depend on the contracts that govern your timeshare. Almost all of them permit liens and the like when you do not pay the required dues and taxes. You can't just avoid paying the taxes and expect to be able to use the property as if the taxes were paid.
