Legal Question in Business Law in Florida

I work for a large national corporation. At the division I work for, we have monthly and quarterly sales goals. The division has struggled to hit goal over these past few months, and has gotten into a habit that I worry may be illegal.
"Sales" are actually reported to corporate by what we BILL every month, not what we actually receive payment for.
Our bosses have been asking us, at the end of every month, to bill clients months in advance for products that haven't yet been fulfilled, just to hit our sales numbers. I do not know for sure, but I suspect that they claim to bill these people but just hold off on mailing the bills until the proper time.
I don't think anybody beyond the VP of our division is aware that we are doing this on a monthly and quarterly basis.
As we are a publicly traded company, doesn't this artificially inflate our profits?

It depends on how the sales are reported and accounted for. They may or may not be publically reporting sales.
