Legal Question in Civil Rights Law in Florida

I had two dogs quarantined in a county shelter. The female is registered as a dangerous dog, however, they were kenneled TOGETHER and food was presented to them. The female repeatedly attacked the male, as a worker looked on, he indicated that the male kept trying to get away, however he received extensive damage to his face and neck. We were not notified of this until 8 days later. We were told that he received Veterinarian care. When we asked to see the Vet's report, we were told there was a Florida state law prohibiting Vet treatment to a quarantined animal. Do you know of any such state law or could charges be brought against this facility for the unnecessary mistreatment and neglect for this animals injuries?

Animal law is a growing field and there are lots of new laws being tried throughout the country. You need to speak to a Florida attorney who can answer your questions about laws there since the attack apparently occurred in Florida.
