How do I get my name off a car I co signed for when the other party does not have another co signer and is not making the payments on time?

You don't. The whole point of co-signing is to protect the lender when the primary borrower defaults. The lender required you to co-sign because the borrower's credit wasn't strong enough on his own to warrant loan approval.
