can county resolutions to the patriot acts be upheld- college paper
the aclu claims that broward county, fl and many other counties and states have written resolutions which prevent its residnets from laws that violate civil rights.
if the fbi came into broward county and the county law enforcement refused to participate, what would happen?
is the county resolution upholding?

Federal authorities must generally comply with local law unless the local law conflicts with federal law, or the local law exempts federal officials from compliance, or federal law exempts federal officials from compliance.
If there are conflicting federal and local laws, then the federal law takes precedence, regardless of whether either law says so.
