elder evicted- no where to go- cheated out of possesions

My neigbhor, who is a disabled elder, just got evicted. His belongings, well- exceeding 500 in value, were hauled to the side of the road. Neigbhors wanting to help this man offered to store the items for a few days so they would not be taking away by passers. THe man working for the evicting agency (cleaner) informed everyone that the tenant went to go get a UHAUL and not to touch anything. He conspired with his friends to pick up all the items. His friends came and hauled 3 trucks away of items. The eviction cleaner, filled his car with a TV, speakers, stereo system, and more items that were still in the house! His friends also got items still in the house! The neigbhors, realizing that the tenant just went to walk his dogs in order to calm down, stepped in and saved the rest of his items.

What can be done about this? The old man has no place to go? He could have also sold those items that were deceitfuly hauled away! Can anything be done about the eviction cleaner's actions?

Reporting the criminal actions to the police would be a good place to start.
