Legal Question in Civil Rights Law in Florida

What is the legal law that enables officers in a jail to force inmate women to shave her head against her will?

I know two girls that are arrested in Tampa, Fl, and in the jail they had their heads been shaved against their will. One of them told me that was because she fought with another girl and they placed her in segregation alone for 2 days and shaved her head as a punishment for this behavior I can't believe her saying.

My Qs,

- What is the legal law or terms, cases that are can be used in such case to shave women's head?

- What are the reasons? Health issues like lice? Violations?

- Is it against a person civil rights, so she can sue the jail officers?

- Can you please provide me with links to further reading, I searched but I did not find anything related to this issue. i found in the internet like yahoo Q&A, That is never happen and answers are opposite to what i see in my eyes.

I did a case law search for cases that might have mentioned this. I found nothing. The laws conserning prisons are contained within the Florida Administrative Code. In order to find out more about the treatment of prisoners you can go to the ACLU website and download the ABA standards for the Treatment of prisoners. Sorry that I could not give you more accurate answers, but I can point you in the right direction. A person loses their civil rights upon conviction of a felony. So, it is probably not a civil rights violation. We would look to the "cruel and unusual punishment" aspects of the Constitution.
