Legality of background check

An acquaintance apparently did a background check on me, and found out that I had an auto accident, and an insurance judgement placed against me. My question is three-fold. Firstly, does a lay-person (someone not directly involved with DMV or the court or any other official agency) have a right to that information. Secondly, how would this person have received this information, either legally or illegally. Finally, what recourse do I have if this was not entirely legal. My concern is that this person may have my personal information, i.e. social security number, which was not given freely.

Police motor vehicle accident reports are public records and available to anyone who takes the trouble to request them and pays the fee for them.
