Legal Question in Civil Rights Law in Florida

I have been living at my residence for a year and have been parking across the street(along with several other neighbors) because the parking in our neighborhood is very congested. My neighbor across the street taped a note to my car window telling me to move off of the grass for absurd reasons so I wrote her a note explaining that the city owns that land and we have commited no crimes by parking there. Our neighbors have been parking there up until the past two days and I believe she bullied them as well. Two days later she had a sherriff knock on my door asking me to move just to be nice neighbors, although he knew the city owns the land and that there was nothing he could do. We agreed to disagree but he still suggested we move. He went back to our neighbor and told her what happened. Upon his leaving he sat behind my vehicle and ran my tag. I feel this has become harrassment and I have commited no crimes. What steps should I take get justice in this situation because I do not plan on moving and she continues to call the cops on me.

Get justice? One call to the police, who explained the law to her is not harrassment.
