money and id

my girlfriend recieves a settlement each year she is 18 now and her mom took her id and birth certificate and ssc card and every other form of id from her. without an id she is forced to give mom power of atturney therefore mom has control of money and can spend it. this is a problem because she needs an id period. and we dont trust mom because of previos situations. we nneed control especialy over our own life. my question is what else could we do to get her an id because we have tried everything and all failed. is there any other way we can get an id for her

She can get a replacement drivers lisence, social security card and other ID. She can sue her mother for return of her property. She did not need to give her mother a power of attorney and she should revoke it. If this is really true, she has a lot of options.
