Looking up personal information
Is it legal to look up personal information on people, such as divorces, bankruptsy, etc. without their permission?

In general, yes. You don't have to have permission to obtain public records, but if you misrepresent yourself in getting records that are by law private (school, medical, etc.) that is an invasion of privacy, and could be illegal.
