Questioning and Searches

Can Law Enforcement Officers Question and search anybody they feel are suspicious or act suspicious, especially if they are mid-eastern and when do they have the right to do so (voluntary?).

The police can only search someone if they have reason to reasonably believe a crime is or has been committed. Then, only in connection with that suspected crime. First they must seek a search warrant from a court or magistrate, unless the crime is in the act of being committed. Without a warrant they have no right to search you or anyone else.
