Can a school make you sign a lease with your landlord to prove residency if you dont own your home?

No, and I can't think of why that would be necessary. You can prove residence by many other means, such as the address is on your driver's license, mail addressed to you at that address, letter from your landlord stating you are a tenant. Is there more to the story?
