custom software paid with federal dollars for public company

We are a non-profit organization that paid (with federal dollars) a private company to write custom software using PowerBuilder. It is not a canned software package. Are we entitled to receive the source code? What is the statute pertaining this matter?

there is no law on this point. this is something that needs to be negotiated before the job starts. as a general rule you will pay more for the job if you are getting the source code.
