extortion
If a juvenile joking on AIM tells another juvenile on AIM he sent him a virus and if he gives him $30 he will fix it for him, then the compute does crash. The first juvenile didn't send a virus was just trying to be funny. If investigation finds he did not send virus can he still be charged with crime?

It is probably, techically, extortion. A false statement to soerce someine into paying money is probably a crime.
