if someone developes a website, where something is new, can it be totally protected. {Example: if yahoo put personals and chat together} if it was a first, and a nitch, could the two be protected if put together if was 1st to do it? if so how and by what actions

You appear to be thinking of patent protection. Your business method might qualify for a patent. You would need to go over your invention with our patent attorney to know. Anything else on the site that is distinctive can obviously be protected.
