if i am makeing a website for another person would i be aloud to put a link to another website more popular.

You haven't really provided enough information. Why would you think it would be illegal or improper to link to another web site from the one you are designing? It may violate the other website's copyright if you make the other web site or a portion of it (such as a photo) appear to be a part of the website you are designing, but simply providing a link is entirely proper so long as it is acceptable to the person you're designing for.
