Website for pennies?

Are client entitled to a refund when we have been working on a website for several months. We have provided the client with 3 differen designs, requested information to complete the site,paid for logos, put A LOT! of manpower into this site, all on the initial downpayment fee of 125.00 USD?

No refund unless the contract (there is a written contract isn't there?) specifically requires it. You might even be able to invoice the client for your time and expenses due to their breach but this would depend on the nature of your contract (written or oral) with the client. BTW: as the designer you own the rights to the web site designs and the client is not permitted to use them unless you assigned the rights to them.
